Stronghold Consulting is a Native owned legal and judicial consulting firm built to serve tribal nations and Native led organizations. We partner with tribal governments to draft the codes that guide them, design the courts that uphold those codes, and train the judges and staff who carry the work forward. Every engagement is grounded in a single conviction: tribal sovereignty is best protected when tribal nations write their own laws, run their own courts, and prepare their own people to lead.
Founded by attorney and former tribal court chief judge Travis Miller, the firm brings together more than a decade of hands on experience across tribal trial courts, code drafting, and judicial training. We do not adapt off-the-shelf templates. We build legal infrastructure that reflects each nation’s history, governance traditions, and priorities, and that holds up in council, in court, and in the daily life of the people it governs.
It is not only critically important, but essential, for tribal nations to develop laws uniquely tailored to their communities. Strong tribal codes strengthen self governance, preserve cultural integrity, and ensure that justice systems reflect the values, traditions, and priorities of the nation. Generic templates and federal forms cannot do that work. State court frameworks cannot do that work. Only counsel that understands both the legal craft and the lived experience of Indigenous communities can produce codes and courts that truly serve the people they govern.

End-to-end design and build out of tribal court systems, from court structure and administration to procedural rules and case management.
Bench training, judicial writing, and judicial ethics programs taught by a former tribal court chief judge. Virtual delivery from $4,000; in person up to $6,500.
Specialized instruction on the Indian Child Welfare Act, procedural requirements, due process, parental and tribal rights, and culturally appropriate placement.
Practical training on Special Domestic Violence Criminal Jurisdiction under VAWA and the Tribal Law and Order Act, for judges, prosecutors, and court staff.
